Have you purchased or started construction of a country house? What else needs to be built or installed on a summer cottage? A good house on a summer cottage is not a sufficient condition for a great holiday. Also, if the necessary space is available, a shed is built to store work equipment, a restroom and a shower. Types of outbuildings

Based on their purpose, outbuildings are divided into two categories: domestic and utility.

  • Household – designed for the daily life of the owners of the house, as well as for storing personal vehicles. Such buildings include: summer kitchen, pantry, garage, workshop, bathhouse, outdoor shower, restroom.
  • Utility rooms are premises for storing and processing agricultural and horticultural products, for keeping livestock and poultry, storing feed for birds and livestock, as well as for storing agricultural implements and equipment. Outbuildings include: cellar, barn, greenhouses, greenhouses, sheds.

Outbuildings can be built in a block manner or each room can be built separately. Each building must meet all sanitary and hygienic requirements; the height of outbuildings should not exceed 4 meters (for a flat roof) and 7 meters (for a pitched roof).

Main mandatory buildings on the site

Ideally, the design of the location of buildings is carried out simultaneously with the design of the house itself - it occupies a central place on the site, and the remaining structures are located in accordance with established standards. Buildings can be located individually or in blocks; by agreement with a neighbor, two-sided structures with one common wall can be erected. If it is not possible to reach an agreement, at least 1-2 meters of free space should remain between the fence and the building.

For comfortable use of the site, the following types of buildings are usually erected:

  1. A utility block or shed for storing garden tools and tools. Even if you don't plan on getting serious about gardening, you'll need a small space for the necessary tools to free up space in your home.
  2. A bathhouse is one of the mandatory elements of equipping a summer cottage. Most often it is built from timber or logs. It is usually located in the depths of the territory in order to create conditions for a relaxing bathing holiday and not disturb the neighbors.
  3. Summer cuisine. It should be located near the house in a recreation area. It must be equipped with a stove for cooking, running water supply, and you can also place a grill or barbecue next to it.
  4. A shed or separate room for storing fuel if the house is heated with wood or coal. It is important to arrange it so that the firewood remains dry even after prolonged rains.
  5. A toilet and an outdoor shower are indispensable amenities for a summer residence. They should be located away from the residential building; you can purchase ready-made modules.
  6. Garage or carport to accommodate a car. They can be combined if you want to additionally equip guest parking.
  7. Buildings for animals. If you plan to keep poultry or rabbits, you need to provide separate rooms and walking areas for them.

All of these buildings must first be placed on the site plan to ensure that there is enough space for them and the placement does not violate the established requirements.

Why is the state trying to oblige us to register, for example, a country house in the Unified State Register? Besides the obvious, the building will be officially registered in order to collect taxes from it. The same applies to any other buildings on your land plot - the point of registering them, first of all, is for the Federal Tax Service to find out about them. So, it is not necessary to register any outbuildings on the site; there are no fines for this in Russia.

Why register?

This can be done in several cases: if you are going to sell them to someone, donate them or bequeath them. All this makes sense only if you are selling or bequeathing a specific building, that is, a bathhouse or greenhouse, without the land on which it stands. That is, if grandfather decided to leave the bathhouse to Vanya, the barn to Vasya, the toilet to Maxim, and the greenhouses to the so-called Vasilisa. But even in this case, it is not necessary to formalize them, says notary Ilya Radchenko, but it is very desirable.

“This can be done after death, but if these buildings were registered, it would greatly simplify the life of the heirs, because after death it will be very difficult to do this. Therefore, it is better to put them at least on the cadastral register,” the notary told the newspaper VZGLYAD.

Russian courts interpret cases very differently when land, by will or deed of gift, goes to one person, and the buildings on it go to another, says Radchenko. Therefore, it is better to avoid such cases. But if they have already arisen, then at least let the barn and bathhouse be registered.

The option is also relevant when you just want to sell your land at a higher price. It will be possible to indicate in the ad that all properties are officially registered, which will save the buyer from unnecessary red tape. In other cases, you don’t have to think about registering them.

What to register

In April 2021, amid a wave of rumors that in Russia everyone was sharply obliged to register greenhouses, sheds, toilets, etc., the Federal Tax Service issued an explanation as to which buildings are better to register and which are not necessary.

Summer residents became worried after the new law “On Gardening and Vegetable Farming” came into force in January, following which the authorities allegedly intended to identify unregistered buildings from satellites. Coupled with paragraph 6 of Article 401 of the Tax Code of the Russian Federation, which states that “other buildings and structures” are subject to the tax, this gave the expected result - no one could understand what to do with their sheds in the end, whether they would be fined for them.

To briefly describe the statement of the Federal Tax Service: capital ones need to be registered, non-capital ones - no. There is a foundation and it will not be possible to move the building from one place to another - you need to register it. In general, if your toilet suddenly turned out to be so large that it needed a full foundation, then you can register it with the tax office. This situation seems more realistic with bathhouses, utility blocks or, for example, chicken coops.

There is definitely no need to include smaller buildings in the Unified State Register. And if you decide to officially register a greenhouse or (suddenly) a doghouse, then in this case you probably won’t have to pay tax. Unless they are more than 50 sq. meters in area.

How to register

Bathhouses, greenhouses and other objects standing on a foundation must be registered according to one principle: by submitting an application and a package of documents to the MFC or on the Rosreestr website. From the documents you will need a technical construction plan, which can be prepared by any cadastral engineer.
